What HAARP Actually Does

HAARP operates a 180-antenna Ionospheric Research Instrument that transmits RF energy at 2.8โ€“10 MHz, at up to 3.6 megawatts. When focused energy hits the ionosphere at 60โ€“350 km altitude, it heats a localised patch of plasma, altering its density and electron content. This changes: (1) the way the ionosphere reflects or absorbs radio waves; (2) the jet stream path below the heated region (through altered pressure gradients in the stratosphere); (3) precipitation patterns, as ionospheric charge variations affect cloud formation via electric field interactions with aerosols and ice nuclei.

The US Air Force Research Laboratory study "Weather as a Force Multiplier: Owning the Weather in 2025" (1996) โ€” an official USAF technical report โ€” explicitly describes using ionospheric modification for weather control as a military goal, with a target of 2025. The report is publicly available and has not been classified. Bernie Sanders, during his chairmanship of the Senate Committee on Veterans Affairs, was briefed on HAARP in 2014. The facility was subsequently transferred to the University of Alaska Fairbanks โ€” a move research critics describe as cover for continued military-directed research without formal military accountability.

International Recognition โ€” What the UN Says

The European Parliament Resolution A4-0005/99 (January 1999) specifically named HAARP and called for "a legally binding international convention introducing a global ban on all research and development" of "any system... manipulating the weather or the climate for hostile or military purposes." The resolution noted that HAARP was "a weapon system which disrupts the environment" and called for full transparency from the United States. The United States refused to respond. The resolution is a matter of public European Parliament record.

The Tesla Connection

Nikola Tesla designed a "global wireless energy transmission" system (Wardenclyffe Tower, 1901-07) that used the Earth and ionosphere as a resonant cavity for electromagnetic energy. Tesla's work on longitudinal wave transmission โ€” using the Earth itself as a conductor โ€” was suppressed after J.P. Morgan withdrew funding in 1904. Tesla's research notes were seized by the FBI upon his death in 1943 under the Alien Property Custodian Act. HAARP's ionospheric heating achieves, with 1990s semiconductor technology, a subset of what Tesla described. HAARP-Type Facilities Worldwide

HAARP is not unique. Comparable ionospheric heaters exist at: EISCAT (Norway/Sweden/Finland โ€” European Incoherent SCATter array); Sura Ionospheric Heating Facility (Russia, Nizhny Novgorod); IRI at Arecibo (Puerto Rico); HIPAS (Alaska). The coordinated operation of these facilities โ€” particularly EISCAT and HAARP simultaneously โ€” creates interference patterns in the ionosphere over specific geographic areas. Former Minnesota Governor Jesse Ventura's "Conspiracy Theory" television programme (2009) was removed from air by TBS after one broadcast of the HAARP episode and denied re-run without explanation.
