The Document
Operation Northwoods was a classified Department of Defense proposal produced by the Joint Chiefs of Staff (JCS) and presented to Secretary of Defense Robert McNamara on March 13, 1962. The document โ "Justification for US Military Intervention in Cuba" โ was declassified and released by the National Security Archive and the Assassination Records Review Board in 1997-2001. It is available in full through the National Security Archive. It is not disputed. It is an official US government document proposing government-sponsored false flag terrorism against American citizens.
The document proposed: (1) "Sink a boatload of Cubans en route to Florida" โ using a real boat with real Cuban refugees, sinking it and blaming Cuba; (2) "Blowing up a US ship in Guantanamo Bay and blame Cuba"; (3) "Shooting down a US drone aircraft and blame Cuba"; (4) "Explosion of plastic bomb in a shopping mall in Miami" โ staging a bomb attack; (5) "Sabotage of US aircraft" at Florida airports; (6) Developing a "Communist Cuba Terror Campaign" in Miami and Washington including "mock funerals" for staged attacks. All measures were specifically intended to create public support for a US military invasion of Cuba.
The JCS Approved It Unanimously
The Joint Chiefs of Staff โ the Chairman and all service chiefs, the highest military authority in the United States โ approved the Northwoods document unanimously. General Lyman Lemnitzer, JCS Chairman, signed it. It was presented to Secretary of Defense McNamara as an official military recommendation. President Kennedy rejected it outright. Within months, Kennedy had clashed with the CIA over the Bay of Pigs failure, clashed with the Pentagon over the Cuban Missile Crisis approach, and issued NSAM-263 planning a Vietnam withdrawal. He was assassinated in November 1963.
Operation Northwoods establishes beyond all reasonable doubt the essential precondition for understanding false flag operations: senior US government and military officials proposed, planned, and unanimously approved the murder of US citizens as a pretext for war โ 40 years before the 9/11 attacks. Anyone who understands Northwoods cannot dismiss "false flag" as a concept. The question for every subsequent tragedy is not "would the government do this?" โ Northwoods proves it would. The question is "did it?"
The False Flag Template
Northwoods validates the analytical framework applied to subsequent events by GA researchers and independent journalists: the "Problem-Reaction-Solution" (Hegelian Dialectic) model โ where the government creates or allows a crisis, generates a specific public reaction, and then offers a predetermined solution to that reaction that advances an agenda it could not have implemented without the crisis. Gulf of Tonkin (1964) โ the false flag trigger for the Vietnam War โ was a documented case confirmed by NSA documents released in 2005. The Northwoods document makes clear this was not a one-off: it was a rehearsed institutional methodology.
The Pattern After Northwoods
Operation Gladio (NATO's confirmed network of false flag terror attacks across Europe 1969-1990), the Gulf of Tonkin deception, the USS Liberty attack (1967 โ Israeli attack on a US ship, covered up at the highest levels), and the 9/11 Commission's failure to address military stand-down anomalies โ all follow the Northwoods template: staged or allowed crises, directed toward predetermined political outcomes, with cover-up coordinated by the same institutional actors who proposed Northwoods in 1962.
